Previously, ChemLinked reported on China Draft Safety Requirements for Hazardous Chemicals (hereafter referred to as “draft”) in Consumer Products (CL NEWS). During CRAC (Chemical Regulatory Annual Conference) 2017, Dr. Xia Liu from China National Institute of Standardization (CNIS) offered detailed interpretation of chemical hazard supervision and chemical standards for consumer products.
1. Definition and Classification
Consumer products are designed and produced primarily for, but not limited to, personal use, including components, parts, accessories, instructions and packaging. Consumer products could be classified as general consumer products (based on 10 categories referenced in national standard- consumer goods classification), and special consumer products for food and cosmetic. Foods, drugs, cosmetics and tobacco are not regulated by this standard.
2. Chemical Hazard Statistics
Hazardous chemicals listed in the draft are classified as I and II according to risk assessment.
Class I: 51 species high level risk substances
Class II: 30 species common level risk substances
30 restricted substances specified in REACH regulation
33 restricted substances specified in national standards
The rest of the hazardous chemicals are restricted in ASTM, EN 71-9, EN 71-12, Oeko-Tex-2017 and other foreign standards.
3. Possible amendment and publication
The title of the regulations may be changed to [Toxic and Hazardous Chemicals in Consumer Products- safety requirements]
Suggestions have been made that the referenced test method should be deleted, companies should be responsible for providing the test result.
The draft will be finalized in 2017.
This standard aims to protect the health of consumers, the integrity of the ecosystem, and control the risk level of toxic and hazardous chemicals in consumer products. More importantly, it ensures the safety of new products and controls chemicals based on their risk level.
