On September 6, 2021, South Korea's online chemical management platform (CHEMP) released a notice[1] to urge enterprises involved with the first group of existing biocidal active substances to speed up the data preparation and submission for approval under the Act on Safety Management of Household Chemical Products and Biocidal Products (K-BPR).
K-BPR took effect on January 1, 2019. A buffer period ranging from 3-10 years was granted to four groups of the existing biocidal active substances. The deadline for approval of the first group of active substances[2], i.e., disinfectants, algaecides, rodenticides, insecticides and repellents is December 31, 2022. Considering the fact that about 18 months will be taken for the administrative procedures of approval, including official formal review and technical evaluation after the dossier submission, the corresponding deadlines were adjusted as below:
• Deadline for pre-registration and the submission of approval application plan: September 30, 2021.
• Deadline for dossier submission for final approval: October 31, 2021.
The online submission as well as application in written form will be denied afterwards. For those failing to submit the dossier before October 31, 2021, the buffer period for biocidal active substances will be canceled. Corresponding administrative penalties will be imposed if the companies still manufacture or import the Group 1 biocidal active substances.
