VOCs control is a core problem in environmental protection in China. The haze pollution caused by PM2.5 is the biggest problem in China in the past 5 years. During the Chemicals Environmental and Safety Management Session of the Chemical Regulatory Annual Conference 2019 held by REACH24H in Xi’an on September 3rd, 2019, Prof. Guangli Xiu from East China University of Science and Technology introduced VOCs policies, regulatory trends and chemical risk management in China.

China's VOC Management and Impact on the Chemical Industry

Volatile organic compounds (VOCs) are organic chemicals that have a low boiling point (below 250ºC) at atmospheric pressure. While most of them are not acutely toxic, they are known to have negative long-term effects on human health. According to a study published in 2017, in China the use of VOC-containing products is the main source of VOC emissions, contributing about 75% of total emissions. Other sources are the production of VOCs (10%), the use of VOCs as raw materials (9%) and storage/transportation of VOCs (5%).

China’s Working Plans for the Environmental Management of Chemical Substances

China plans to optimize environmental management of chemicals through the implementation of a single overarching chemical regulation which would specify the broad compliance requirements for chemicals throughout their lifecycle and throughout the supply chain. To support this China will also implement two new systems of risk assessment and control, establish and improve 6 systems related to chemical registration, testing etc. Major focuses and tasks are also detailed.
