The U.S. Environmental Protection Agency (EPA) has initiated proposals to revise the regulations for decabromodiphenyl ether (decaBDE) and phenol, isopropylated phosphate (3:1) (PIP (3:1)), two of the five persistent, bioaccumulative, and toxic (PBT) chemicals addressed in final rules issued under the Toxic Substances Control Act (TSCA) in January 2021.

EPA Finalizes Rules for PFAS Data Reporting under TSCA

On October 11, 2023, the USA’s Environmental Protection Agency (EPA) published a finalized rule to require reporting and recordkeeping for per- and polyfluoroalkyl substances (PFAS) under the Toxic Substances Control Act (TSCA). This rule builds on over two years of progress on the Biden-Harris Administration’s action plan to combat PFAS pollution, safeguarding public health and advancing environmental justice, and is a key action in EPA’s PFAS Strategic Roadmap. It shall be effective on November 13, 2023.

China Publishes the Updated Catalogue of New Food Raw Materials, Food Additives, Food Contact Materials and Their Applicable Standards

China published the updated catalogue of new food raw materials, food additives and food contact materials (FCM) and their applicable standards. The catalogue covers a total of 98 new food raw materials, 215 new food additives and 235 FCM approved by the end of 2021. For those approved since 2022, their food safety indicators shall be referenced to the announcement made at the time of their releases.

China to Amend GB 4806.1 General Safety Requirements for Food Contact Materials and Articles

On April 19, 2023, CFSA released the draft of the new version of GB 4806.1-2016 General Safety Requirements for Food Contact Materials and Articles, which is the most fundamental and general standard for food contact materials (FCM) in China, applying to all kinds of FCM. The draft proposes changes to the definitions, basic requirements, compliance principles, and product information. This is the first time that a new version has been proposed since its implementation in 2016.

Japan Updates the Positive List of Food Contact Materials

On March 6, 2023, the Ministry of Health, Labor and Welfare (MHLW) of Japan released a revised draft of the Positive List of Substances Allowed for Food Contact Utensils, Containers and Packaging. According to the draft, MHLW newly published the 20230306 New Draft of Table 2, which contains the additives for food contact materials included as of March 6, 2023. Besides, MHLW issued 20230306 New Draft of Table 1, containing base materials compiled by March 6, 2023. The details are as follows:
