Republic Act 6969 of the Philippines is also known as "Toxic Substances and Hazardous and Nuclear Wastes Control Act of 1990". The act was carried out to control, supervise and regulate activities on toxic chemicals and hazardous waste. Under this act, the importation, manufacture, processing, handling, storage, transportation, sale, distribution, use and disposal of all unregulated chemical substances and mixtures in the Philippines, as well as the entry even in transit, or storage and disposal of hazardous and nuclear wastes are regulated.

The implementing rules and regulations of Republic Act 6969 is the policy of the State to regulate, restrict or prohibit the importation, manufacture, processing, sale, distribution, use and disposal of chemical substances and mixtures that present unreasonable risk and/or injury to health or the environment; to prohibit the entry, even in transit, of hazardous and nuclear wastes and their disposal into Philippine territorial limits for whatever purposes; and to provide advancement and facilitate research and studies on toxic chemicals and hazardous and nuclear wastes.

In order to implement the Environmental Protection Law of the People's Republic of China and Lawof the People's Republic of China so as to reduce the impact of the production and use of coatingson the environment and human health and protect the environment, this standard is herein stipulated.This standard has specified the limit of harmful substances of water based coatings.This standard replaces the standards previously issued as follows:——HJ/T 201-2005, HBC 12-2002, HJBZ 4-1999 and HJBZ 4-1994.
