Summary

The application form with a guidance on how to prepare it was issued by MEP Notice 124 of 2010 as one of the supporting documents for China MEP Order 7. The manufacturer or importer should notify with the Chemical Registration Centre of MEP (CRC-MEP) prior to actual manufacture or importation activities of the new chemical substances. The notification of new chemical substances can be classified into three types: Regular Notification, Simplified Notification and Scientific Research Record Notification (SRRN). Simplified notification can be classified into two sub-types: General Case and Special Case. 

A special case of simplified notification might be the easiest job second to the Scientific Research Record, as it waives all data requirements for toxicology and eco-toxicology. If your new chemical substance is manufactured or imported in quantities less than 1 t/a, you should register it under the simplified notification. But if your new substance meets any of the following conditions, you would need to consider the special case of simplified notification:

  • Intermediates manufactured/imported < 1 t/a

  • Manufacture for export only < 1 t/a

  • For the purpose of scientific research and development: 0.1 t/a – 1 t/a

  • Polymers with low new substance concentration of monomer which are<2% w/w

  • Polymers of low concern

  • For the purpose of product research or process technology<10 t/a for no more than 2 years

The application form for simplified notification of new chemical substances contains three parts, including

  • Information of the notifier.

  • General information of simplified notification, such as the notified reason, tonnage, uses and the information about the downstream users in China.

  • Information of the notified substance, including chemical name in Chinese and English, structure information, existent form, properties, labeling, process flow chart, exposure and use method of the notified substance.
