The circular was formulated to specify the following issues:

• Conditions on physical-technical foundations to assure safety in the production and trading of industrial chemicals:

• Dossiers and procedures for the grant of certificates of eligibility for production and trading of industrial chemicals subject to conditional production and trading;

• Dossiers and procedures for the grant of licenses for production and trading of industrial chemicals restricted from production and trading;

• Compilation and appraisal of dossiers of request for permission for production, import or use of banned industrial chemicals;

• Measures to prevent and respond to industrial chemical-related incidents and formulation of plans to prevent and respond to these incidents;

• Control cards of trading in toxic chemicals; making of chemical safety cards; registration dossiers and assessment of new chemicals; and confidentiality of chemical information.
