For the time being, chemicals subject to CCOs include cyanides, PCBs, asbestos, mercury, lead and ozone depleting chemicals.

Republic Act 6969 of the Philippines is also known as "Toxic Substances and Hazardous and Nuclear Wastes Control Act of 1990". The act was carried out to control, supervise and regulate activities on toxic chemicals and hazardous waste. Under this act, the importation, manufacture, processing, handling, storage, transportation, sale, distribution, use and disposal of all unregulated chemical substances and mixtures in the Philippines, as well as the entry even in transit, or storage and disposal of hazardous and nuclear wastes are regulated.

The implementing rules and regulations of Republic Act 6969 is the policy of the State to regulate, restrict or prohibit the importation, manufacture, processing, sale, distribution, use and disposal of chemical substances and mixtures that present unreasonable risk and/or injury to health or the environment; to prohibit the entry, even in transit, of hazardous and nuclear wastes and their disposal into Philippine territorial limits for whatever purposes; and to provide advancement and facilitate research and studies on toxic chemicals and hazardous and nuclear wastes.

Philippine Priority Chemicals List (DENR Administrative Order No.2005-27)

The Philippine Priority Chemicals List (PCL) is a list of existing and new chemicals designated by the Department of Environment and Natural Resources (DENR) under the Toxic Substances and Hazardous and Nuclear Wastes Control Act 1990. These chemicals are potentially risky to the public health, workplace and the environment in consideration of their persistence, toxicity and bioaccumulation.The Environmental Management Burea (EMB) under DENR is in charge of aseessing and nominating priority chemicals. EMB has required the manufacurers and importers of priority chemicals to fulfill a spectrum of obligations.
