Individual Registration Dossier Submission Strictly Controlled by ECHA

Recently, our company REACH24h was notified by ECHA regarding the substances which REACH24H is the lead registrant on behalf of our Non-EU clients. The communication letter detailed that for registrants of the same substance, joint submission obligation has been breached since ECHA received submission of separate registrations for the same substance. All registrants that violate the rule are required to jointly submit the required information of the substance within a limited period. If not, ECHA will revoke their registration number and reject the registration.

China New Inventory of Hazardous Waste: Are Your Chemicals Hazardous Wastes?

Three months after China’s Ministry of Environmental Protection (MEP) released the last version of draft Inventory of Hazardous Wastes on March 30th, the final version was published by MEP along with National Development and Reform Commission (NDRC) and the Ministry of Public Security (MPS). The inventory will take effect on Aug 1st 2016.

Taiwan’s Regulation Governing Designation and Handling of Priority Management Chemicals (hereinafter referred to as the “Regulation”) is prescribed in accordance with Article 14 of the Occupational Safety and Health Act (hereinafter referred to as the "OSHA"), which requires manufacturers, importers, suppliers, or employers to report relevant handling information of priority management chemicals to the MoL. The regulation has been effective since 1 Jan 2015.

China Issued Fundamental Regulation on Soil Pollution Prevention and Treatment

On May 31st 2016, China State Council issued the Action Plan for the Prevention and Treatment of Soil Pollution. The fact that this action plan came out of the State Council instead of the Ministry of Environmental Protection (MEP) is a game changer and will mean the implementation of a new foundational regulation on the prevention and treatment of soil pollution.

Status Quo of VOC Charge in Various Provinces

It has been over 2 years since the Pilot Measures on VOC Emission Charge issued by China Ministry of Environmental Protection (MEP) took effect on Oct 1st 2015. 21 out of 32 provincial administrative sectors in Chinese mainland has followed the pilot measures and carried out their own local charging policies on VOC emission, including 18 provinces and 3 cities that are directly under the central government.

Taiwan Chemical Commodity Importation Pre-Confirmation — Self-Declaration Border Control System Introduced

A voluntary pre-confirmation of chemical commodities on the IT platform of Chemical Commodity Importation Pre-Confirmation (CCIP) prior to importation was recently introduced in Taiwan. Stakeholders are encouraged to declare and confirm if there are any chemical substances subject to new and existing chemical registration according to Article 7-1 of Toxic Chemical Substances Control Act (TCSCA) and the Regulation of New and Existing Chemical Substances. Pre-confirmation on the CCIP IT platform (which will serve as a basis for post-market inspection) is administrated by Taiwan EPA and local environmental protection departments to support a better implementation of Taiwan’s chemical registration scheme.
