China Earmarks Key Industries for Air Pollution Control and Cleaner Production Techniques

On July 2nd, Chinese Ministry of Industry and Information Technology (MIIT) published “Proposals for Promoting Cleaner Production Techniques in Key Industries for the Prevention and Control of Air Pollution” (hereinafter referred as the Proposals).

The Proposals collected a list of recommended techniques for cleaner production of 4 industry sectors, namely the iron and steel sector, construction and material sector, chemical and petrochemical sector, and nonferrous metal smelting sector.

The Proposals provided practical guidance for the technical reform of the above mentioned industries, aiming at decreasing emission of major pollutants, including dust, sulfur dioxide, nitric oxides and VOCs, by at least 30% in 2017 in comparison with the 2012 data. This will hopefully contribute to achieving the nation’s 2017 goal: to drop the PM 10 level in cities by at least 10% against the 2012 level, increase the total number of days with good air quality on a yearly basis, cut PM 2.5 levels in Beijing-Tianjin-Hebei Province, the Yangtze River Delta and the Pearl River Delta by 25%, 20% and 15% respectively and keep Beijing’s PM 2.5 level below 60μg /m3. In addition, the Proposals also called for industrial associations’ cooperation with local authorities to provide consultation service, technical support and communication platforms.
