On Dec 13th, China’s Ministry of Environmental Protection (MEP) published the 2016 version of Catalogue of Advanced Pollution Control Techniques – VOCs, as a supporting technical document to the Law of Environmental Protection and Law on the Prevention and Control of Atmospheric Pollution.
18 techniques related to VOCs control, reduction and treatment are included in the Catalogue. These techniques are regarded as effective and innovative and should be promoted. Various industries are encouraged to adopt these techniques, such as petrochemical, packaging and printing industries.
The qualified Advanced Techniques will enjoy favorable policies and financial support from the government, according to following legal texts:
Management Measures on Levy of Pollution Discharge Fees (MOF, MEP Order No. 17), Article 10: 10% of the pollution discharge fee should be given to the central government treasury as a special environmental protection fund, 90% should be given to the local government treasury as a local government special environmental protection fund.
Management Measures on Use of Pollution Discharge Fees (State Council Decree No. 369), Article 18: the special environmental protection fund should be used as the subsidies and allowances for priority pollution source control and the development and adoption of advanced pollution control techniques.
