Updates: On August 28, 2023, China notified draft GB 30000.1 and GB 30000.X to the World Trade Organizations (WTO) for comments. GB 30000.X for Desensitized Explosives is proposed to take effect on July 1, 2024. The effective date for GB 30000.1 for General Specifications is yet to be determined.
On June 16, 2023, China's Ministry of Industry and Information Technology (MIIT) opened up a public consultation on the drafts of GB 30000.1 Rules for classification and labeling of chemicals—Part 1: General specifications and GB 30000.X Rules for classification and labeling of chemicals— Part X: Desensitized explosives. Comments are welcome before August 16, 2023.
In 2013, China published 28 compulsory national standards (GB 30000.2 ~29) with each standard corresponds to one hazard class in reference to GHS Rev.4. GB 13690-2009 General rules for the classification and hazard communication of chemicals was originally scheduled to be revised in 2012 and replaced by GB 30000.1 for general specifications. In 2014, the draft was finalized for review after public consultation. However, it was delayed due to governmental structural shifts in 2015, causing a long-term vacancy of GB 30000.1.
General specifications (GB 30000.1)
The revision restarted in 2017 and finally, the draft is now released. According to the compilation instruction, the new version adopts GHS Rev.8 to align with advanced International standards. The standard mainly consists of the following parts:

Classification criteria for substances and mixtures
Labeling
Safety Data Sheet (SDS)
Compared with GB 13690-2009, major changes are summarized as follows:
Adjust the standard name to stay consistent with GB 30000 series
Update the reference document to align with GHS Rev.8 and UN RTDG-MR Rev.20
Add the new hazard class Desensitized Explosives
Delete Appendix A (Examples of precautionary statements), Appendix B (Precautionary pictograms), Appendix C (Examples of GHS label elements), and Appendix D (Minimum information for a SDS)
Introduce GHS definitions and abbreviations in Appendix A
The standard is proposed to take effect 6 months after its publication. It is worth noting that while the proposed GB 30000.1 is formulated based on GHS Rev.8, the rest of GB 30000 series still adopt GHS Rev.4. To further eliminate the version differences among national standards, the official reassures that after the publication of GB 30000.1, the other 28 parts are expected to be revised in due course. Furthermore, with the deletion of several content on labeling and SDS, companies may refer to GB 15258-2009 General Rules for Preparation of Precautionary Label for Chemicals, GB/T 17519 Guidance on the compilation of safety data sheet for chemical products, and GB/T 16483 Safety data sheet for chemical products – Content and order of sections for guidance.
Desensitized explosives (GB 30000.X)
The Desensitized Explosives has been incorporated as a new hazard class under GHS Rev.6. In 2019, MIIT commissioned the formulation of anational standard to GB 30000 series to keep in line with the international standards on chemical management. The draft was consulted by expert panels in 2020 and submitted for review in 2022.
The standard is set to adopt GHS Rev.9 and specifies the definition, classification criteria, decision logic and guidance, labeling elements of desensitized explosives. It is proposed to take effect 12 months after publication.
