This analysis provides experts' insights into the trends in China's new chemical registration regulatory system and the corresponding compliance recommendations.

To implement the relevant provisions of the Ecological and Environmental Code of the People’s Republic of China (hereinafter referred to as the "Code") and improve the environmental management registration system for new chemical substances, the Ministry of Ecology and Environment (MEE) organized the revision of the Measures for the Environmental Management Registration of New Chemical Substances (MEE Order No. 12) and prepared the Measures for the Environmental Management Registration of New Chemical Substances (Draft for Comments) (hereinafter referred to as the "Draft"). The Draft was officially released to the public for comments on June 11, 2026, with comments due by July 12, 2026. The Draft is intended to take effect together with the Code on August 15, 2026, and the current MEE Order No. 12 will be repealed at the same time.
