The CRC-MEP has compiled a document for the review of the national environmental investigation of chemicals manufactured in China. The document highlights key issues raised during the national investigation on environment impact of chemical production and on the findings of assessments and reviews conducted in some provinces. The document was issued on 25 July 2013 on CRC-MEP’s website for reference.
Investigation Scope
Five industries including the oil processing, coking and nuclear fuel processing, chemical raw materials manufacturing, pharmaceuticals, chemical fiber manufacturing and food manufacturing are covered by the national investigation, so are the relevant sub-industries.
Four-phase process
The investigation is distributed into four stages, which is scheduled in the Implementation Plan of National Environmental Investigation on Chemicals Production. The detailed timing is as below,
Nov-Dec 2012: deployment and training
Jan-Jun 2013: implementation and guidance
Jul- Nov 2013: review and report
Dec 2013-Mar 2014: summary and acceptance
Requirements for review
The review work throughout the country is conducted as outlined in the schedule specified above and the assessment criteria and requirements are specified in the Technical Guidance on National Environmental Investigation on Chemicals Production. As scheduled, the review work is currently underway, which consists of two aspects including the paper review and the on-site check. The completeness, standardization, accuracy and rationality are the basic principles for paper review. The report submitted will be initially reviewed according to the company’s information recorded by the MEP, based on this information spot checks will be imposed on some companies. The report submitted by the companies should contain at a minimum the following documents,
Report of Company Information stamped with official seal, including the basic information and the information of pollution prevention and control
Product List
Report of Information of Raw Material and Excipients
Report of Product Information, including the basic information of the product, information of chemicals contained in the product, information of raw materials and main excipients, etc.
