China’s New Rules For Import of Solid Wastes as Raw Materials

To implement the State Council’s decision on designating the power of administrative approval to local governments, the Ministry of Environmental Protection (MEP) will pilot the new national online system of application for approval to import solid waste as raw materials from June 1st to October 31st. This trial will supplement provincial environmental protection bureaus ability to carry out  administrative work.

For enterprises intending to import solid waste as raw materials, they should register basic information in the online system before submitting the first application. During the trial run, paper materials prepared in accordance with MEP Notice No.23 0f 2011 should also be submitted to the provincial bureau.

It is worth mentioning that import of solid waste as raw materials is further categorized into “solid wastes subject to restrictive import” and “solid wastes allowed for free (automatic licensing) import”. Relevant enterprises should login to the relevant provincial portal of the national online system to apply for approval of restrictive import, and the national portal for free import.

If an approval for import is already aquired in 2014, the enterprise needs to complete the online registration before July 1st
