Recently, the European Chemicals Agency (ECHA) announced that it will begin publishing the names of companies that have submitted notifications to the Classification and Labelling (C&L) Inventory, effective July 1, 2026.
This significant change, stemming from the 2024 revision of the Classification, Labelling and Packaging (CLP) Regulation, is expected to streamline the process for companies to collaborate and reach consensus on substance classification and labelling.
How notifier names will be published
ECHA will publish these names in the C&L section of its new chemicals database, ECHA CHEM. The names will be listed per distinct classification and per substance, focusing initially on companies linked to active CLP notifications.
For notifications submitted by a group of manufacturers or importers, only the name of the notifier acting on behalf of the group will be published, not the individual group members.
Similarly, for C&L information derived from REACH registrations, the C&L inventory will display registrant information already available in the Dossiers section of ECHA CHEM.
Confidentiality Requests
Companies that have a valid reason to keep their name confidential can submit a request to ECHA. This must be done by updating their notification with a confidentiality request before June 30, 2026 (midnight Helsinki time).

It is important to note that there is no fee for claiming confidentiality on the company name. If a confidentiality request is submitted, the company name will not be published in the C&L inventory.
Key Q&A Highlights:
Which company names are published? ECHA will publish the names of all companies in C&L notifications (both existing and new), but for joint notifications, only the lead company's name will be disclosed. The names of substance registrants will also be published in the C&L Inventory, following the same approach currently used for REACH registration dossiers. Previously approved REACH confidentiality requests will remain valid.
Inactive notifications: For the time being, company names from inactive C&L notifications will not be published. ECHA is still assessing the long-term approach for these.
Deactivating/Deleting old notifications: While old notifications cannot be cancelled or deleted, they can be inactivated via the 'cease manufacture' functionality in REACH-IT, which will prevent the company name from being published for that inactive notification.
Automating confidentiality claims: There is no automated way to apply confidentiality to all notifications; each case requires a case-by-case assessment and justification.
Only Representatives (ORs): For non-EU companies appointing an OR, the OR's company name (as registrant) is published. The OR can claim confidentiality. The concept of an OR does not exist under CLP; the obligation lies with importers. If a third party submits on behalf of a group of importers, only the submitting entity's name is published and can be claimed confidential.
