EU Approves the Ban of Chlorpyrifos under POPs Regulation

The European Commission adopted a delegated regulation adding chlorpyrifos to the EU POPs Regulation, setting a 0.01 mg/kg unintentional trace contaminant limit in substances, mixtures, and articles.

On June 30, 2026, the European Commission officially adopted a delegated regulation listing chlorpyrifos (CAS No.: 2921-88-2) in Part A of Annex I to the Persistent Organic Pollutants (POPs) Regulation ((EU) 2019/1021)

This legislative action implements the decision adopted during the 12th meeting of the Conference of the Parties (COP12) to the Stockholm Convention in May 2025, where parties unanimously agreed to list chlorpyrifos in Annex A. Prior to this adoption, the Commission has conducted a public consulation on the draft act from November to December 2025.

The adopted regulation establishes the requirements for chlorpyrifos as follows:

  • Requirements: The prohibition on manufacturing, placing on the market, and use applies to concentrations of Chlorpyrifos equal to or above 0.01 mg/kg (0.000001% by weight) when present in substances, mixtures, or articles.

  • Exemptions: No specific exemptions are listed.

The delegated regulation will enter into force on the 20th day following its publication in the Official Journal of the European Union, at which point it will become directly binding in its entirety across all Member States.

In addition, the draft proposal for the prohibition of Medium-chain Chlorinated Paraffins (MCCPs) and Long-chain Perfluorocarboxylic Acids (C9-21 PFCAs) is also under review by the Commission.
