India Requests Inputs for Implementation of QCOs on 8 Chemicals

The deadline for comments on the extension/implementation of QCOs for 8 chemicals is March 10, 2024.

On March 6, 2024, upon communication from the Department of Chemicals and Petrochemicals (DCPC) regarding the implementation of Quality Control Orders (QCOs) for 8 chemicals, which were notified to the WTO by DCPC a few months ago, India's Basic Chemicals, Cosmetics & Dyes Export Promotion Council (CHEMEXCIL) released a circular requesting public inputs from concerned members and end user industries.  

The 8 chemicals subject to the QCOs are as follows:

  • Ethylene Oxide

  • Monocrotophos

  • Captafol (technical grade)

  • Anhydrous Ammonia

  • Alumina Calcined

  • Sodium Cyanide

  • Toluene Diisocyanate (TDI-80)

  • Industrial Grade Urea (Technical grade Urea)

A Stakeholder's Consultation Meeting is planned in the coming weeks to discuss the extension/enforcement of aforementioned 8 QCOs. Stakeholders are required to share the following data for discussion with the Department: 

  • Name of chemical

  • Uses

  • HS code for the chemical

  • Domestic capacity (in MT) in last 3 years (2020-2021, 2021-2022, 2022-2023)

  • Domestic demand (in MT) in last 3 years  (2020-2021, 2021-2022, 2022-2023)

  • Domestic production (in MT) in last 3 years (2020-2021, 2021-2022, 2022-2023)

  • Import (MT) in last 3 years (2020-2021, 2021-2022, 2022-2023)

  • Country-wise import share in last 3 years (top 5 countries)

  • Justification for implementing/not implementing QCO

The data shall be sent to pw@chemexcil.in with copy to dg@chemexcil.in by March 10, 2024.
