Japan Extends FCM Transition to 2030 & Eases Testing

In the Positive List System for Food Contact Materials, the transition period for compliance with the new standards has been extended by three years to 2030, and special measures permitting flexible implementation of the new testing methods at testing sites have been introduced.
On February 13, 2026, the Consumer Affairs Agency, Japan (CAA), promulgated the "Partial Revision of the Standards and Specifications for Food, Additives, etc. (Handling of the Reorganization of Use-Specific Standards for Utensils and Packaging Materials)". This revision entails a review of the regulatory transition schedule under the Positive List System for Food Contact Materials (Synthetic Resin) and the addition of special measures at testing sites.
