Japan Officially Designates Chlorpyrifos, MCCP, and Long-Chain PFCA as Class I Specified Chemical Substances

Following the public comment period in March of this year, the designation of the target substances as Class I Specified Chemical Substances and regulatory details, including products subject to import prohibition, have been officially determined.
On May 19, 2026, Japan's Cabinet approved the "Cabinet Order for the Partial Revision of the Enforcement Order of the Chemical Substances Control Law (CSCL)." Based on the conclusions of domestic chemical substance councils and other bodies, this Cabinet Order officially designates chemical substances targeted for elimination at the 12th Conference of the Parties (COP12) to the Stockholm Convention on Persistent Organic Pollutants—held between April and May 2025—as Class I Specified Chemical Substances under the CSCL.
