Japan is planning to designate poly(oxyethylene) nonylphenyl ether (NPE) as Class II Specified Chemical Substance, according to an online seminar held by the Ministry of Environment (MoE) on February 14, 2023.
NPE is mainly used as a compounding ingredient for industrial detergents, dispersants, cutting fluids, emulsifiers and spreading agents.
It was listed as a priority assessment chemical (PAC) under the Chemical Substance Control Law (CSCL) on April 1, 2011. After more than ten years of assessment, the authority now plans to draw up a proposal to remove it from the PAC list and designate it as Class II Specified Chemical Substance.
The authority expects to open a public consultation in this regard and notify the WTO in Q4 of 2023. If all goes well, it will come into force in 2024.
