On September 15, 2022, the Ministry of Health, Labour and Welfare (MHLW), Ministry of Economy, Trade and Industry (METI), and Ministry of Environment (MoE) jointly released a notice to seek hazard information on three ‘default candidate substances’. The substances are:

The requested hazard information includes test results from:
algae growth inhibition test;
Daphnia acute immobilization test; and
fish acute hazard test.
Under the Chemical Substance Control Law (CSCL), the three ministries are responsible for conducting screening assessments on existing chemical substances every year to identify priority assessment chemical substances (PACs). An existing chemical substance that lacks data for screening assessment may be classified as a ‘default candidate substance’ and be assigned with a default hazard class (health hazards: Class 2, environmental hazards: Class 1). It is very likely that the ‘default candidate substances’ will be designated as PACs with the default hazard class for risk assessment.
The designation of ‘default candidate substances’ may be cancelled if companies that hold the test data or that are willing to conduct tests at their own expense (test to be implemented by 2023) can notify the ministries by November 30, 2022.
