On 7 Jan 2014, MEP cancelled 23 registration certificates obtained through simplified notification under China new chemical substance notification (China NCSN, a.k.a China REACH). As specified in China New Chemical Substances Notification Guidance Document (2010 version), cancellation application applies in the following two cases:
Case 1: No history of manufacturing or importation
Case 2: Manufacturing or import activities ceased already
Among the 32 certificates, 14 were Case 1 cancellations, the remainder were Case 2 cancellations. Details have already been released for public reference, which is accessible on MEP’s website and include the certificate holder’s name, the notifying company’s name and the certificate number.
Certificate holders can submit cancellation application to the CRC-MEP including the specific reason and if successful can subsequently return certificates. For Case 1, the CRC-MEP shall verify the actual situation with an inspection. For Case 2, the CRC-MEP shall conduct further investigations to assess any potential environmental impact resulting from manufacturing or importation activities.
Registration certificates will rescinded as of the date of cancellation. The notification of the cancelled new chemical substance is not permitted within a period of five years by the original notifier.
