MEP: Recommendations on Evaluation Measures of Environmental Damage

On Oct 24th, MEP issued Recommendations on Evaluation Measures of Environmental Damage (Rev. 2).

The recommendation is in line with the requirements of the Third Plenary Session of the 18th CPC Central Committee, which called for “the most severe system of accountability and compensation for environmental damage”. It is revised from its predecessor, “Recommendations on Evaluation Measures of Environmental Pollution and Damage”.

The recommendation specifies 4 key categories, namely the confirmation of baseline, damage to persons, damage to property and damage to the environment. The measures of damage evaluation for each type are also stipulated. The evaluation applies to environmental damage due to pollution. Environmental damage caused by nuclear radiation is managed by other regulations.

China is in the process of building up its own technical system for evaluation of environmental damage pushed primarily by the MEP. It shows the determination of the MEP to enforce environmental protection regulations.
