MEP Released the 6th Batch of Ozone-depleting Substances Subject to Import & Export Control

The sixth batch of Ozone-depleting Substances Subject to Import and Export Control in China was lately released on the MEP website on 31 Dec 2012.

This list has been formulated to support the implementation of the 1999 Measures on the Import and Export Control of Ozone Depleting Substances for the purpose of fulfilling China’s international obligations to protect the ozone layer.

The sixth batch contains one single kind of ozone-depleting substances (ODS) -- other methane, ethane and propane only with bromine (Br) and fluorine (Fl), with the HS code of 2903799021.

 License for import&export

From 1 January 2013, companies engaged in the import or export of the listed chemicals are required to apply and acquire the approval from the competent authorities in charge of the management of ozone-depleting substance import and export (set under the China MEP).

A special import & export license for ozone-depleting substances will be granted to the applicant by the Ministry of Commerce (MOFCOM). The license should be produced during Customs clearance.

Application and license-issuing details can be referred to an MEP announcement published on 13 April 2000, entitled as Specifications on Reinforcing the Import and Export Control of Ozone Depleting Substances.

Around 70 ozone-depleting substances and mixtures have been covered in five batches released previously. The five earlier batches were published respectively on 19 Jan 2000, 2 Jan 2001, 6 Feb 2004, 8 Feb 2006, and 29 Dec 2009.

Substance repetition occurs between the first and the second batch since import/export supervision requirements for some substances have been updated. The concerned companies are also advised to pay attention to the specific Customs Regulatory Conditions associated with the chemical products listed in the Chinese Catalogue of Entry-Exit Commodities during the process of Entry-Exit Inspection and Quarantine.
