New Zealand Consults on Tank Wagons for Hazards Transportation

New Zealand Environmental Protection Authority (EPA) is seeking public views on the draft of revised Codes of Practice for tank wagons of various hazardous substances transportation, namely

  • HSNOCOP 6 Flammable Liquids Tank Wagons,

  • HSNOCOP 29 Flammable Gases and Oxygen Tank Wagons, and

  • HSNOCOP 39 Toxic, Corrosive and Ecotoxic Liquids Tank Wagons.

The Codes of Practice under amendment were approved in line with the overarching Hazardous Substances and New Organisms (HSNO) Act 1996. These codes act as the measures for administration of the Hazardous substances (Tank Wagons and Transportable Containers) Regulations 2004 and the revisions of the codes were made in response to the amendment of these regulations at the end of 2012.

3.1A, 3.1B, 3.1C and 3.1D, as determined by the HASNO Act

The Code applies to the design, construction and operation of vehicles which, have commenced construction after the date at which this Code is approved, and

are used to convey substances in bulk by road.

HSNOCOP 29

Flammable Gases and Oxygen Tank Wagons

2.1.1A, 2.1.1B and 5.1.2A, as determined by the HASNO Act

The Code applies to the design, construction and operation of vehicles which, have commenced construction after the date at which this Code is approved, and

are used to convey substances in bulk by road, and

have tanks with an aggregate capacity greater than 500 litres.

This Code applies to tank trucks, tank semi–trailers and prime movers but does not apply to tank trailers.

HSNOCOP 39

Toxic, Corrosive and Ecotoxic Liquids Tank Wagons

 

toxic, corrosive and ecotoxic liquids with (hazard classification 6,8 and 9)

 

The Code applies to the design, construction and operation of vehicles which have commenced construction after the date at which this Code is approved, and

are used to convey substances in bulk by road, and

have tanks constructed from materials specified in the code, and

have a tank capacity not less than 450 litres.

Comments can be submitted to the EPA before 2 May 2013 through the submission forms downloadable from the consultation page.
