Shanghai CIQ Issues Favorable Inspection Policy to Facilitate International Exhibitions

To support international exhibitions and conferences in Shanghai and implement Several Opinions of the State Council on “Further Promoting the Reform and Development of the Exhibition Industry”, Shanghai Entry-Exit Inspection and Quarantine Bureau (Shanghai CIQ) announced the following favorable policies on Sep 23:

Simplified approval and filing requirements

  1. Exhibits can avail of exemptions to the following mandatory certification and inspections:

    Exemption from China Compulsory Certification (a.k.a. “CCC” or “3C certification”) for electrical and electronic products, toys, and decorating and refurbishing materials

    Exemption from record-filing formalities for batteries and used mechanical and electrical products

    Exemption from entry inspection (import commodity inspection) for general industry articles; not applicable to hazardous chemicals

    Exemption from Chinese labeling requirement and spot check of prepackaged food and cosmetics

  2. The scope of animals, plants and special articles subject to mandatory quarantine will be narrowed down if they are imported for the purpose of exhibition. Food exhibits from non-epidemic regions but without import approval will be allowed.

  3. Certificates of animal/plant quarantine, sanitation/health and country of origin will not be required for animals, plants, food and cosmetics which are considered to have low or medium level risks. Health food and cosmetics will no longer require any relevant approval.

  4. On the basis of enterprises social credits, internal exhibitions, technology conference, etc. with bonded goods are encouraged and will not require any official approval.

Streamlined declaration-inspection model

  1. A single-window mechanism will be established to facilitate and accelerate customs release.

  2. Paperless and electronic/online declaration will be realized and promoted.

  3. On the basis of self-reporting on imported exhibits by the consignee/consigner or their agent, product verification will be performed by means of “spot-check and verification” based on risk analysis.

  4. Exhibit inspection will be available 24/7 by appointment. For high value exhibits such as cultural relics, artworks, precisions, etc., the inspection can be conducted at the exhibition venue or the temporary deposit location.
