Taiwan EPA announced the amendment on the Categories and Management of Handling for Toxic Chemical Substance. The amendment became effective from 28th, June 2018.
The following changes were made to the regulation:
1. Amendment on paragraph 4
If stakeholders manufacture/import/sell or use chemicals before it’s officially listed as a toxic chemicals, they should refer to the appendix 4 in the gazzette and finish related compliance within the regulated time period.
2. Amendment on Paragraph 16.
The following chemicals were added to the list as Class 4 toxic chemical substances (see the chart 1)- Sudan 1, Sudan 2, Sudan 3, Sudan 4, Sudan Red G, Sudan Orange G, Sudan Black B, Sudan Red 7B, Diethyl yellow/Solvent yellow 56B, basic orange 2, Auramine, Red No.2, Azorubine, and Orange2.
The containers of these chemicals must be labeled with “禁止用于食品及饲料”(means no use in food or fodder) in Chinese. The size of the label must be larger than 35% of the container. The color of the character in the label should contrast with the base color of the container.
3. Amendment on Appendix 1 of Paragraph 1
“Pentachlor ophenyl laurate” were added to the appendix as class 1&3 chemicals.
Class 4 toxic chemicals include Perflurooct anoic acid (PFOA), Sudan 1, Sudan 2, Sudan 3, Sudan 4, Sudan Red G, Sudan Orange G, Sudan Black B, Sudan Red 7B, Diethyl yellow/Solvent yellow 56B, basic orange 2, Auramine, Red No.2, Azorubine, and Orange2.
The control concentration standards on Perfiuoroo ctane sulfonic acid PFOS(全氟辛烷磺酸) is tightened, changed to 0.01%.

4. Amendment on Appendix 2 of Paragraph 2, and Appendix 3 of Paragraph 3
“Pentachlor ophenyl laurate”(Chinese name月桂酸五氯苯酯) now is prohibited to manufacture, import, sell or use. However, according to the appendix 3 of paragraph 3, manufacturing/importing/selling or using “Pentachlor ophenyl laurate” for research/experiment/education purpose is exempted from this clause.
