Turkey REACH Delayed Again

Turkey has been preparing its own REACH-like regulation since 2014, however, the regulation is still in the drafting stage and progress has been slow. The draft regulation was carried out by Turkey’s Ministry of Environment and Urbanization (MoEU) and named KKDIK, which is an acronym for Chemicals Registration, Evaluation, Authorization and Restriction in Turkish. Overall the draft regulatory framework is very similar to EU REACH.

As ChemLinked reported before, the implementation date for KKDIK was first set as the end of 2015 and then put off for a year to the end of 2016. Now more delay seems inevitable. The governments still has a lot of work to do in order to ensure the smooth transition from the previous chemical management system. Upheaval in Turkey’s political situation and accompanying reforms in legislative departments are making things worse.

The regulation has also encountered a lot of resistance from industry. The greatest concern is the sharing of chemical data. Turkey’s chemical industry hasn’t accumulated much data under the previous legal framework and is much worried about the upcoming huge data cost once KKDIK is implemented. So the industry hopes that the government could negotiate with EU and make provisions easier for Turkish companies. Turkish government now expects the KKDIK could be implemented in the 1st quarter of 2017.
