Turkey REACH Registration Deadline is Approaching

Stakeholders should step up to complete the chemical registration under KKDIK. Otherwise, the unregistered chemicals won’t be allowed to enter the Turkish market from 1 January 2024.

According to KKDIK*, known as Turkey REACH, chemical substances (on their own or in mixtures or intended to release in articles) manufactured in or imported into Turkey in a quantity of 1 ton or more per year must complete registration before 31 December 2023. To address some issues currently hindering the registration process, the Turkish authority (MoEUCC) simplified certain KKDIK registration requirements in early 2023 (CL news). However, the authority does not plan to extend the KKDIK registration deadline. That’s to say, enterprises that fail to register their chemicals by this deadline may face legal consequences and fines.

*KKDIK is an acronym in Turkish for Registration, Evaluation, Authorization and Restriction of Chemicals. It's a REACH-like regulation in Turkey.

KKDIK was published by the MoEUCC on 23 June 2017 and came into force on 23 December 2017, aiming to regulate the safe use of chemicals in the Turkey market to ensure sound protection for human health and the environment. KKDIK was published by the MoEUCC on 23 June 2017 and came into force on 23 December 2017, aiming to regulate the safe use of chemicals in the Turkey market to ensure sound protection for human health and the environment. Manufacturers/importers in Turkey and Only Representatives (OR) in Turkey appointed by oversea suppliers are required to register their chemicals with the MoEUCC. To conform with KKDIK registration requirements, they are subject to providing comprehensive information on the properties of their chemicals and potential risk or hazards associated with their use. This required information plays a crucial role in identifying substance safety and assessing the need for restrictions or authorizations to safeguard people and the environment.

KKDIK registration includes two stages, namely 'Pre-registration' and 'Registration'. The original deadline for pre-registration was 31 December 2020. After that, the MoEUCC continued to open for accepting pre-registration applications. The current deadline for the KKDIK registration is as mentioned - 31 December 2023. There are about 30,000 reference substances that have been pre-registered. Please note that the registration may not be done for all these substances, since some of them were pre-registered unnecessarily at the pre-registration stage in order for the companies to remain safe part. As of today, lead registrants have been determined for 2,780 of these substances, and also the lead registration has been completed for 1,200 substances. 

Generally, in light of the updated KKDIK registration requirements, the process of KKDIK registration has been improved and sped up. For some chemicals, the registration process may still be complex and time-consuming. It is advisable for companies to initiate the preparation of their registration dossiers in a timely manner.
