Vietnam Solicits Substance Information to Supplement the Draft National Chemical Inventory

The draft National Chemical Inventory and the Management List of New Chemicals have been submitted for review, now the information of more chemicals is requested. The chemicals shall be proposed with supporting information, including name, CAS number, MSDS, and proving documents.

On April 4, 2020, Vietnam’s Department of Chemicals under the Ministry of Industry and Trade (MOIT) issued a notice [1] to seek information on more chemicals to supplement the draft National Chemical Inventory (NCI). Enterprises are requested to submit information on chemicals that have been imported, manufactured, and used in Vietnam before May 30, 2020. 

According to Decision No.3783/QD-BCT dated December 19, 2019, by MOIT, which formulated the plan for legislation in 2020, the Department of Chemicals has drafted and submitted the National Chemical Inventory and the Management List of New Chemicals. The administration also announced in the Notice that, by March 1, the National Chemical Database and National Chemical Inventory to be established had included 36,777 substances proposed by enterprises. 

To collect more information on chemicals that have been imported, manufactured, or used in Vietnam, the Department of Chemicals will continue creating favorable conditions for enterprises to review and propose the addition of chemicals to the draft NCI. Specifically, a Guideline [2] to propose chemicals and submit evidence has been published on the National Chemical Database website (http://chemicaldata.gov.vn/cms.xc). Enterprises could submit information on chemicals on the website until May 30, 2020. In addition, the government notified that any chemicals proposed should be supported by the information, including chemical name, CAS number, Material Safety Data Sheet (MSDS), and documents proving the chemical has been used in Vietnam (e.g., purchase contract or invoice, etc.). 

The Guideline is consist of three parts as following: 

  • Part 1 General Information

  • Part 2 Guideline on Specific Operations

  • Part 3 Support Information 

In Part 1, the process of adding chemicals to the draft NCI is introduced, as well as the brief specification of the enterprise’s operations, namely providing the information of chemicals and submitting evidence. The process of adding chemicals is, as shown in Figure 1.

The enterprise’s operations are detailed in Part 2 with actual pictures from the website to help users understand various scenarios. In Part 3, the technical requirements to open the National Chemical Database website are offered.

In conclusion, for local enterprises or enterprises which trade chemicals with Vietnam, it is necessary to check if their products have been included in the NCI. Judging from the chemical regulations that have been implemented in other regions, being listed as a new chemical substance will mean stricter regulatory compliance requirements for stakeholders. Therefore, we recommend that stakeholders take advantage of the period until the end of May.
