On October 16th, 2020, Vietnam's Department of Chemicals under the Ministry of Industry and Trade (MOIT) issued a notice [1] to inform enterprises that the nomination system of the National Chemical Inventory (NCI) has been reopened. From the issuance date of the notice to April 15th, 2021, domestic enterprises could submit information on chemicals that have been imported, manufactured, and used in Vietnam. After review, the submitted chemicals may be included in NCI.
In April, the nomination system was opened for 2 months for enterprises to propose chemicals (ChemLinked News). After the 5th supplementation, the number of chemicals in NCI has increased from 36,777 to 41,307, which means 4,530 chemicals have been successfully added to NCI after the previous round of nomination. Same as the previous nomination, any chemicals proposed by the Vietnamese enterprises should be supported by detailed information, including chemical name, CAS number, Material Safety Data Sheet (MSDS), and documents proving the chemical has been used in Vietnam (e.g., purchase contract or invoice, etc.).
In addition, the guideline [2] which supports enterprises to complete the nomination process on the National Chemical Database website is also attached in the notice. Content in the guideline is just the same as the guideline issued in April, and the process of adding chemicals to the draft NCI is shown in Figure 1.

After the substance listed in NCI, relevant enterprises will be exempt from the possible upcoming registration obligations for the substance, which can not only facilitate trade but also save costs. For foreign enterprises, they still need to entrust a Vietnam domestic enterprise to nominate chemicals.
