China GHS - Introduction, Updates and Technical Know-How on Classification, SDS, Labeling and Packaging
GHS, which stands for “Globally Harmonized System”, is a hazardous chemicals management system that addresses issues such as classification, Safety Data Sheet, Labeling and Packaging of hazardous chemicals. It was first proposed in the UN Sustainable Conference (WSSD) in Johannesburg, 2002, promising easier communication of hazards posed by chemicals and ultimately, protection of human health, environment and trade facilitation.

Application, Certification and Notification of Toxic Chemicals
Companies which deal with import and/or export of toxic chemicals in the "List of toxic chemicals severely restricted for import or export from People Republic of China" may need to register with CRC and apply for the relevant certificate or custom clearance notification.

New Chemical Substance Notification in China (China REACH)
On 15th October 2010, a REACH-style legislature that regulates the environmental risk and hazard of China's new chemical substances, 'Measures for the Environmental Management of New Chemical Substances', came into effect, under the Ministry of Environmental Protection (MEP) Order No. 7. This regulation adopts several of the same principles and concepts of the European regulation, and thus has been dubbed ‘China REACH’.

Foreign Stakeholders Obligations Under Decree 591
On March 11th 2011, the Chinese government officially published the revised regulation “Regulation on the Safe Management of Dangerous Chemicals” (Decree No. 591). The regulation will enter into force on December 1st 2011 and replaces the previous version published in 2002 (Decree No. 344). The updated decree is regarded as the basis for official GHS implementation which will cover labeling and SDS/MSDS requirements for industry in China.

Ministerial Officials Answer Questions on Decree 591
“Regulations on the Safe management of Hazardous Chemicals” (also called Decree 591) was published, on 2nd March 2011. Recently, Legal Affairs Office of the State Council and General Administration of Quality Supervision responsible officials answered the questions about the revised regulation.

China GHS - Background, Updates, GB Standards, Classification, Labelling and SDS
In order to enhance the safety of human health and the environment, the GHS (Globally Harmonized System of Classification and Labeling of chemicals) was issued as a recommendation from the United Nations in 2003. The purpose of implementing GHS is for the provision of a recognized framework for countries without an existing system, to reduce the need for testing and evaluation of chemicals and to facilitate the international trade in chemicals whose hazards have been properly assessed and identified.
