Overview of China New Chemical Substance Notification (China REACH)
China's existing Regulation for chemical substances refers to the Measures on the Environmental Management of New Chemical Substances, which was issued by the State Environmental Protection Administration (SEPA) of the Ministry of Environmental Protection (MEP) on September 12, 2003 and became effective on October 15, 2003.

National Standards in China GHS
The Globally Harmonized System of Classification and Labeling of Chemicals or GHS refers to a global harmonized system for hazard definition, classification and communication for chemicals. GHS covers all hazardous chemical substances or mixtures and classifies them according to their physical, health and environmental hazards. Following classification, the hazards can be communicated through labelilng and Material Safety Data Sheets (MSDS).

China REACH: Scope and Obligations
China REACH requires that the ‘new’ chemical substances in China to be notified to the Chemical Registration Center -Ministry of Environmental Protection (CRC-MEP). A new substance is any chemical substance that is not included in the Inventory of Existing Chemical Substances in China. (IECSC). Categories of exemption from notification include finished products, naturally occurring substances, alloys and non-isolated intermediates.

A Comparative Analysis of Data Requirements under China REACH and EU REACH
China’s Ministry of Environmental Protection (MEP) promulgated “Measures on Environmental Management of New Chemical Substances” (MEP Order No. 7, also called China REACH) which came into force on 15th October 2010. The regulation bears some similarities with EU REACH but in practice the two systems are very different. In this article the major differences are outlined.

Data Requirements under China REACH
Under China REACH, depending on the notification type and the tonnage band, the minimum data requirements vary. There are three basic types of testing, physico-chemical, toxicological and eco-toxicological testing. Certain eco-toxicological testing is required to be carried out within Chinese territory in approved Chinese laboratories. This includes testing on Chinese target organisms, particularly aquatic toxicity (e.g. Zebra fish).
