In March of 2024, China issued GB 30000.1 Rules for classification and labeling of chemicals - Part 1: General specifications (Draft for approval) to solicit public comments. South Korea proposed handling limits for 39 new toxic substances designated in early 2024. Japan published English guidance on import clearance procedures for chemicals. Australia announced simplified industrial chemical compliance rules regarding AICIS categorization, reporting and record-keeping requirements. India amended QCO for certain chemicals.

In January 2024, China MEE announced that China had comprehensively phased out eight types of new pollutants subject to priority management. The National Assembly of South Korea passed the proposals of revising K-REACH and K-CCA. Australia unveiled new IChEMS scheduling decisions. India amended quality control orders for PE materials. Malaysia initiated a public consultation on updating Guidelines on Storage of Hazardous Chemicals: A Guide for Safe Warehousing of Packaged Hazardous Chemicals. ECHA officially added 5 new chemicals to the Candidate List.

In November of 2023, China released a notice to strengthen standardized environmental management on hazardous wastes. South Korea designated 55 new toxic chemical substances and updated the GHS Classification List. Japan opened a public consultation to designate NPE as Class II Specified Chemical Substance under the CSCL. Thailand DIW proposed to list 147 PFHxS related substances as Type 3 hazardous substances. New Zealand called for submissions regarding proposed changes to a series of group standards to reduce the maximum allowable levels of lead in paint.

In October of 2023, China released the Inventory of Severely Restricted Toxic Chemicals (2023). South Korea proposed amendments to both TSCL and GHS classification list. Japan consulted on designating NPE as Class II Specified Chemical Substances under CSCL. Australia considers listing short chain chlorinated paraffins (SCCPs) in IChEMS Register Schedule 7. Officials at ChemCon Europe signaled that the formulation of India REACH Regulation may be shelved for some years to come.

Global Chemical Regulation Highlights | September 2023

In September of 2023, China set the aim to enact the Law on Safety of Hazardous Chemicals by the end of 2028. Japan proposed to prohibit the manufacture, import, and use of PFHxS, its isomers and their salts, and prohibit the import of certain products in which such chemicals were used. Australia proposed changes to the rules regarding chemical introduction categorization, reporting, and record-keeping under AICIS. South Korea disclosed chemicals names and CAS numbers of 257 new chemical substances previously registered under K-REACH as their CBI protection periods expired. Indian officials clarified mandatory declarations of IUPAC name and CAS number for import on an offline meeting.

On June 5, 2020, Safe Work Australia (SWA), Australia's national authority for work health and safety, announced in a press release that, the adoption of the 7th revised edition of the Globally Harmonized System of Classification and Labelling of Chemicals (GHS) will be delayed to January 1, 2021.

Australia to Adopt GHS Revision 7 from July 2020

On January 10, 2020, the Safe Work Australia (SWA) announced in a press release [1] that its members have agreed to practice the 7th revised edition of the Globally Harmonized System of Classification and Labelling of Chemicals (GHS) for management of workplace hazardous chemicals. Earlier in July 2019, the agency opened a consultation on the proposal to move to GHS Revision 7 (ChemLinked news [2]).
