Japan, South Korea, Australia and Singapore On March 7, 2024, Japan's Ministry of Economy, Trade and Industry published the updated English translation of the Import Clearance Procedures for Chemical Substances Related to the Act on the Regulation of Manufacture and Evaluation of Chemical Substances, known as the Chemical Substance Control Law (CSCL). It was translated by National Institute of Technology and Evaluation with the assistance of Japan Chemical Exporters and Importers Association. (Read more)

India and Vietnam
On March 6, 2024, upon communication from the Department of Chemicals and Petrochemicals (DCPC) regarding the implementation of Quality Control Orders (QCOs) for 8 chemicals, which were notified to the WTO by DCPC a few months ago, India's Basic Chemicals, Cosmetics & Dyes Export Promotion Council (CHEMEXCIL) released a circular requesting public inputs from concerned members and end user industries. European Union and United Kingdom European Chemical Agency (ECHA) is consulting on identifying 2 substances as substances of very high concern (SVHC). The proposals are brought up by Norway and France with prepared dossiers in accordance with the requirements set out in Annex XV to REACH. ECHA will accept comments until April 15, 2024. (Read more)

North America On March 18, 2024, the U.S. Environmental Protection Agency (EPA) announced a final rule to prohibit ongoing uses of chrysotile asbestos, the only known form of asbestos currently used in or imported to the United States. The ban on ongoing uses of asbestos is the first rule to be finalized under the 2016 amendments to the nation’s chemical safety law, the Toxic Substances Control Act (TSCA), which received near-unanimous support in both the U.S. House of Representatives and the Senate.
