Japan Publishes English Guidance on Import Clearance Procedures for Chemicals

On March 7, 2024, Japan's Ministry of Economy, Trade and Industry published the updated English translation of the Import Clearance Procedures for Chemical Substances Related to the Act on the Regulation of Manufacture and Evaluation of Chemical Substances, known as the Chemical Substance Control Law (CSCL). It was translated by National Institute of Technology and Evaluation with the assistance of Japan Chemical Exporters and Importers Association.

It stipulates corresponding clearance procedures and document requirements for

  • Existing chemical substances, publicly notified chemical substances, monitoring chemical substances or priority assessment chemical substances;

  • Class I Specified Chemical Substances;

  • Class II Specified Chemical Substances;

  • New chemical substances; and

  • Products using class I specified chemical substances.

Additionally, it includes an Annex 1 of Class I Specified Chemical Substances, and Annex 2 of products using class I specified chemical substances that subject to import prohibitions.

The availability of this English guidance aims to facilitate the understanding and compliance of importers involved in the importation of specific chemicals and products into Japan. It enables clearer understanding and adherence to the necessary procedures and requirements outlined by Japan CSCL.
