According to the Gazette on April 1, 2024, Japan added 12 substances to the List of Priority Assessment Chemical Substances (PAC List) following the removal of 5 substances on March 29. This brings the total number of PACs to 225.
The details of changes to the list are presented in the table below.

According to the evaluation method for priority assessment substances under the Chemical Substance Control Law (CSCL), substances that have a total national import/production volume not exceeding 10 tons or estimated emissions not exceeding 1 ton in the previous year enter an "Observation Period". If a substance remains in the observation period for three consecutive years and is determined to pose no risks to human health or the environment, it will be removed from the PAC list and treated as a general chemical substance.
Manufacturers and importers of PACs are required to report the production and/or import volume, use category, and production site to the Ministry of Economy, Trade and Industry (METI) from April to June each year, following the framework of the CSCL.
It is important to note that the 5 substances removed and the 12 substances added can now be reported as general chemicals this year.
