Global Chemical Regulation Highlights | March 2025

In March of 2025, China consulted on the new mandatory national standard GB 30000.30 for desensitized explosives. South Korea launched self-reporting policy for violations under K-REACH, providing penalty exemptions. Japan is revising the Industrial Safety and Health Law (ISHL) to strengthen worker protection. Thailand MOI notified WTO of the List of Hazardous Substances (No.8) (Draft). Australia expanded control scope of precursor chemicals. UK REACH fees and charges have been adjusted and took effect from April 1, 2025. Canada proposed plans of nationwide PFAS phase-out.

China


On March 4, 2025, the Chinese Ministry of Industry and Information Technology (MIIT) published the GB 30000.X-202X Rules for classification and labelling of chemicals — Part X: Desensitized explosives (Draft for Approval) to solicit further feedback from the public until March 11, 2025. Once adopted, this mandatory national standard is expected to be assigned to GB 30000.30. It shall take effect 12 months after its issuance to provide the industry with enough time to prepare for compliance. (Read more)

European Union and United Kingdom

 

The European Chemicals Agency’s (ECHA) Risk Assessment Committee (RAC) and Socio-Economic Analysis Committee (SEAC) have made significant progress in their evaluation of the EU-wide proposal to restrict per- and polyfluoroalkyl substances (PFAS), marking a critical step toward the commitment to phase out all PFAS. United States and Canada


On March 5, 2025, Canada published the State of Per- and Polyfluoroalkyl Substances (PFAS) Report and consulted on the Risk Management Approach and the Proposed Order to add the class of PFAS, excluding fluoropolymers, to Part 2 of Schedule 1 to CEPA, until May 7, 2025. (Read more)
