Updates to Australian Inventory of Industrial Chemicals (AIIC) in 2025

AIIC contains industrial chemicals, including information on CAS numbers, CAS names, or AICIS-approved chemical names, as well as AICIS regulatory obligations or conditions (if any). If a chemical is listed in AIIC only with chemical identity information (CAS number and name), introducers (importers/manufacturers) registered with the AICIS Business Services Portal can directly introduce the chemical. If a chemical is listed in AIIC with specific information requirement, defined scope of assessment, conditions of introduction or use, or if the chemical has restrictions on import and manufacture, introducers must check each one and comply prior to the chemical introduction. As AIIC has a confidential part, if a chemical can not be searched out in AIIC, introducers are advised to apply to AICIS for a free check. The introduction of a chemical that is confirmed not listed in AIIC shall be categorized before starting relevant activities. For different AICIS introduction categories, different obligations apply.

Updates on December 15, 2025

On December 15, 2025, AICIS announced the correction of names of 89 industrial chemicals that were previously listed in the AIIC, for the reasons that some chemicals' listed names have been varied to the Chemical Abstracts Service (CAS) names or some chemicals' CAS names have been updated. 

These corrections do not change the identity of the chemical substances themselves. For more details, please refer to the AIIC notice.

Updates on December 9, 2025

By two notices issued on December 9, 2025, AICIS announced the addition of two industrial chemicals to AIIC. 

One is added to AIIC in accordance with Section 83 of the Industrial Chemical Act 2019. Its assessment certificate does not include a condition on the period for which this industrial chemical is permitted to be introduced, and it can be listed in AIIC even if 5 years have not yet passed since the assessment certificate was issued. Below are the details.

  • for end use at a concentration off:  

      - up to 0.1% in cosmetics if used by children below 10 years of age

      - up to 2% in leave-on cosmetics and fine fragrances when not used by 

         children below 10 years of age

      - less than 3% in rinse-off cosmetics when not used by children below 10 

         years of age

      - up to 0.4% in deodorants

      - up to 3% in laundry and dishwashing products, cleaning and furniture care 

         products and air care products 


Notably, if your introduction (manufacture or import) circumstance is outside the abovementioned parameters, you can not introduce this chemical to Australia directly. You need to contact AICIS and apply to vary the terms of the AIIC listing before the chemical introduction. 

The other chemical is added to AIIC following Section 82 of the Industrial Chemical Act 2019. Five years have passed since its assessment certificate was issued. Specific information requirements (SIR) apply to this chemical. Introducers must tell AICIS within 28 days if the circumstances of the importation or manufacture (introduction) differ from those in the assessment. Below are the details of this chemical.

Its assessment certificate does not include a condition on the period for which this industrial chemical is permitted to be introduced, and it can be listed in AIIC even if 5 years have not yet passed since the assessment certificate was issued. Below are the details.

Updates on August 20, 2025

AICIS announced the variation of specific information requirements (SIR) for two chemicals previously listed in AIIC. After evaluation, AICIS found that the information currently required to be provided was no longer aligned with the risks identified. Therefore, variations to SIR requirements are necessary to manage the risks from manufacturing and importing these two chemicals. Below are the details. The variations will take effect on September 17, 2025.

The AICIS recently announced the addition of six chemicals to AIIC in accordance with Section 82 of the Industrial Chemical Act 2019. Five years have passed since their assessment certificates were issued. Below are the details of these chemicals. Obligations to provide information apply. Introducers must tell AICIS within 28 days if the circumstances of the importation or manufacture (introduction) differ from those in the assessment.

AICIS announced the addition of one chemical to AIIC in accordance with Section 83 of the Industrial Chemical Act 2019. Its assessment certificate does not include a condition on the period for which this industrial chemical is permitted to be introduced, and they can be listed in AIIC even if 5 years have not yet passed since the assessment certificate was issued. Below are the details of this chemical.

  • as imported into Australia at up to 1 tonne/year.

  • as imported in fragrance formulations at up to 1% concentration for local reformulation into continuous action air fresheners at up to 0.8% concentration, instant action air fresheners at up to 0.1% concentration, fine fragrances at up to 0.5% concentration, and other cosmetic and household products at up to 0.02% concentration.

  • as imported in continuous action air fresheners at up to 0.8% concentration, in instant action air fresheners at up to 0.1% concentration, in fine fragrances at up to 0.5% and in other cosmetic and household products at up to 0.02% concentration

Notably, if your introduction (manufacture or import) circumstance is outside the abovementioned parameters, you can not introduce this chemical to Australia directly. You need to contact AICIS and apply to vary the terms of the AIIC listing before the chemical introduction.

Background

AIIC serves as a searchable database containing approximately 40,000 chemicals that are manufactured or imported for industrial use in Australia. Industrial chemicals covered by assessment certificates are listed on the AIIC after 5 years, but there are also provisions for early listing. Any registered person can introduce an industrial chemical listed on the Inventory but must comply with the terms of the Inventory listing, along with record-keeping and reporting requirements.

The introductions (manufacture or import) of chemicals that are not listed in AIIC should be categorized before starting relevant activities. Under the Australian Industrial Chemicals Introduction Scheme (AICIS), for different introduction categories, different obligations apply.
