UK REACH Fees and Charges Significantly Adjusted from 1 April 2025

This adjustment is especially advantageous for companies with an annual registration tonnage exceeding 10 tons. For those with registration tonnages over 1,000 tons, compliance costs are reduced by nearly £ 20,000.

UK’s Department for Environment, Food and Rural Affairs (DEFRA) issued on March 10 the REACH Fees and Charges (Amendment of Commission Regulation (EC) No 340/2008) Regulations 2025. New fees and charges for compliance with the UK REACH will apply from April 1, 2025.

For registrations under UK REACH, fees will be determined after registrants have submitted the dossier and it has passed the UK Business Rules Check. The Health and Safety Excusive (HSE), the competent authority for UK REACH, may contact registrants to get information which is helpful in working out the correct fee for the registration application. This time the adjustments are based on the government’s comprehensive consideration of registrant compliance costs and HSE administrative costs. The adjusted fees and charges are shown in the tables below.

Fees and charges for large enterprises

For large enterprises, regardless of individual submission or joint submission, standard fees for registration of substances at all tonnage ranges, registration of isolated intermediates, and update of registration tonnage range are uniformly set at £ 2,222.

The fees for change in identity of the registrant involving a change in legal personality are also reduced (from £ 1,424 to £ 290). In regard to product and process oriented research and development (PPORD), the standard fee for notification of information on PPORD is raised (from £475 to £ 751) and the standard charge for an extension of a PPORD exemption is reduced (from £ 949 to £ 751).

Fees for SMEs

For micro, small and medium-sized enterprises (SMEs*), the fees for registration of substances and registration of isolated intermediates are now set only based on the enterprise size, regardless of tonnage range or joint/individual submission. These fees for medium enterprises, small enterprises and micro enterprises are adjusted to £ 740, £ 399 and £ 57 respectively.

The fees for the update of tonnage range for SMEs are adjusted to £ 1,249 (medium enterprises), £ 672 (small enterprises) and £ 96 (micro enterprises) respectively.

Fees and charges related to authorisation

For large enterprises and SMEs, the fees for applications of an authorisation and the charges for the review of an authorisation under UK REACH are both raised. Adjustments are summarized in table below.
