ECHA Committes Make Progress on Evaluation of PFAS Restriction Proposal

RAC and SEAC finalized evaluating EU-wide PFAS restriction proposal for certain sectors and planned further discussion in 2025.

The European Chemicals Agency’s (ECHA) Risk Assessment Committee (RAC) and Socio-Economic Analysis Committee (SEAC) have made significant progress in their evaluation of the EU-wide proposal to restrict per- and polyfluoroalkyl substances (PFAS), marking a critical step toward the commitment to phase out all PFAS.

Latest Developments

During their first meetings of 2025, RAC and SEAC reached provisional conclusions on PFAS uses in fluorinated gases, with RAC finalizing assessments for transport and energy applications. SEAC, however, deferred further discussions on these sectors to its June session. Both committees also outlined their evaluation roadmap for 2025:

  • June 2025: Focus on medical devices, lubricants, continued debates on transport and energy applications, and an introductory discussion on electronics and semiconductors (led by RAC).

  • Post-June: Priority shifts to electronics and semiconductors and remaining unaddressed sectors.

Background: The PFAS Restriction Proposal

The proposed PFAS ban, first introduced in 2023, aims to eliminate the production and use of over 10,000 "forever chemicals" linked to severe environmental persistence and health risks, including cancer and immune system damage. The proposed regulation’s phased implementation seeks to balance environmental protection with industrial adaptation.  

The universal PFAS ban is expected to be come into force in its final form in 2026/2027.
