UK Regulates Dechlorane Plus, UV-328 and Methoxychlor

These regulatory updates to POPs control in Great Britain took effect on April 1, 2025.

On March 11, 2025, the UK Department for Environment, Food and Rural Affair (Defra) published two regulations on the regulatory updates of persistent organic pollutants (POPs) within Great Britain, i.e.:

  • The Persistent Organic Pollutants (Amendment) Regulations 2025 (UK S.I. 2025 No.296)

  • The Persistent Organic Pollutants (Amendment) (No. 2) Regulations 2025 (UK S.I. 2025 No.297)

These two regulations took effect from April 1, 2025. They are both made in exercise of powers conferred by the Regulation (EU) 2019/1021 of the European Parliament and of the Council on persistent organic pollutants (recast) (“EUR 2019/1021”). 

Key regulatory updates

  • Introduce unintentional trace contaminant (UTC) limit value for Hexachlorobenzene (HCB), Pentachlorophenol (PCP), its salts and esters.

  • Insert three new entries for Dechlorane Plus, Methoxychlor, and UV-328, providing UTC limit value and specific exemptions.

  • Revise the specific exemptions for Perfluorooctanoic acid (PFOA), its salts and PFOA-related compounds on intermediate use or other applications.

Besides, the amendments also target waste management provisions for certain POPs, covering PCP and its salts and easters, PFOA, its salts and PFOA-related compounds, Dicofol, and PFHxS, its salts and PFHxS-related compounds. For more details, please refer to the links below.
