On March 10, 2025, the New Zealand government published the Hazardous Substances and New Organisms (Schedules 1AA and 2A) Order 2025. This order, which comes into force on March 14, 2025, amends the Hazardous Substances and New Organisms Act 1996 (HSNO Act) by adding three chemicals to Schedules 1AA (Stockholm Convention on Persistent Organic Pollutants) and Schedule 2A (Persistent Organic Pollutants).
The three chemicals are:
Methoxychlor is an insecticide used in agricultural and veterinary uses.
Dechlorane Plus is a flame retardant used in adhesives and sealants, mainly in motor vehicles in coatings of cables and wires.
UV-328 is a UV inhibitor used to protect surfaces against discoloration and degradation under sunlight and its main uses are in paints and coatings and as an additive in plastics.
In addition, on the same date, the New Zealand government enacted the Imports and Exports (Restrictions) Prohibition Order (No. 2) 2004 Amendment Order 2025. This amendment, issued under Section 3A(1) of the Imports and Exports (Restrictions) Act 1998, adds these three chemicals to Schedule 1 (Stockholm Chemicals) of the Prohibition Order.
As a result of these additions, the manufacture, importation, use, and storage of Dechlorane Plus, UV-328, and Methoxychlor are prohibited in New Zealand, with exemptions specified in Schedule 2A of HSNO Act.
