On November 4, 2025, Taiwan’s Ministry of Environment issued a notice to commence a 30-day public consultation for the draft amendments to the Categories and Management of Handling for Toxic Chemical Substances, a subsidiary regulation under the Toxic and Concerned Chemical Substances Control Act (TCCSCA).
The draft amendments propose to add methoxychlor, dechlorane plus and UV-328 as toxic chemicals, aligning with the Stockholm Convention, as they have been listed in Annex A as industrial POPs leading to global restrictions and phase-out efforts.

It should be noted that UV-328 present in substances or mixtures is not subject to regulation if it meets the following criteria and is not intentionally added:
Equal or below 10 mg/kg (0.001% by weight) from August 4, 2027
Equal or below 1 mg/kg (0.0001% by weight) from August 4, 2029
Methoxychlor and dechlorane plus will be banned for production, import, sale and use except for research, testing, and educational purposes.
For UV-328, specific exemptions are provided in accordance with the Stockholm Convention.

In addition, the Ministry proposes to revise the prohibited uses and allowed applications of mercury is responding to the Minamata Convention on Mercury. Tetrachloroethylene will be prohibited for use in cleaning agents, although those having obtained the registration or approval document may continue to use until the circulation in the dry cleaning machine tank is exhausted.
To facilitate compliance, the Ministry provides existing operators handling methoxychlor, dechlorane plus and UV-328 with a buffer period of one to one and a half years to comply with licensing, registration, pre-approval, handling quantity recording, emergency response, labeling and SDS, and personnel management requirements. The Ministry also encourages the search for alternative substances to minimize health and environmental impacts.
