Taiwan to Ban Methoxychlor, Dechlorane Plus and UV-328

Taiwan to strengthen source control of methoxychlor, dechlorane plus, UV-328, mercury and tetrachloroethylene.


On November 4, 2025, Taiwan’s Ministry of Environment issued a notice to commence a 30-day public consultation for the draft amendments to the Categories and Management of Handling for Toxic Chemical Substances, a subsidiary regulation under the Toxic and Concerned Chemical Substances Control Act (TCCSCA). 

The draft amendments propose to add methoxychlor, dechlorane plus and UV-328 as toxic chemicals, aligning with the Stockholm Convention, as they have been listed in Annex A as industrial POPs leading to global restrictions and phase-out efforts.

It should be noted that UV-328 present in substances or mixtures is not subject to regulation if it meets the following criteria and is not intentionally added:

  • Equal or below 10 mg/kg (0.001% by weight) from August 4, 2027

  • Equal or below 1 mg/kg (0.0001% by weight) from August 4, 2029 

Methoxychlor and dechlorane plus will be banned for production, import, sale and use except for research, testing, and educational purposes.

For UV-328, specific exemptions are provided in accordance with the Stockholm Convention.

Before February 26, 2030

Production for the followings:

  1. Parts of motor vehicles; Industrial coating applications for motor vehicles, engineering machines, rail transportation vehicles, and heavy-duty coatings for large steel structures;

  2. Mechanical separators in blood collection tubes;

  3. Triacetyl cellulose (TAC) film in polarizers; and

  4. Photographic paper

Before December 31, 2043

Production of replacement parts for articles in the followings:

  1. Motor vehicles;

  2. Stationary industrial machines for use in agriculture, forestry and construction, such as tower cranes, concrete plants and hydraulic crushers; and

  3. Liquid crystal displays in instruments for analysis, measurements, control, monitoring, testing, production and inspection, such as recorders, infrared radiation thermometers, digital storage oscilloscopes and radiographic testing instruments, except for medical applications.

Before December 31, 2030

Production for water-seal tape for insulation blankets and decking on aircraft; and polyurethane and polyamide adhesives, and polyurethane coatings, for structural, mechanical, interior and electrical assemblies, and emergency, propulsion, environmental control, and flight control systems, on aircraft.

 

In addition, the Ministry proposes to revise the prohibited uses and allowed applications of mercury is responding to the Minamata Convention on Mercury. Tetrachloroethylene will be prohibited for use in cleaning agents, although those having obtained the registration or approval document may continue to use until the circulation in the dry cleaning machine tank is exhausted.

To facilitate compliance, the Ministry provides existing operators handling methoxychlor, dechlorane plus and UV-328 with a buffer period of one to one and a half years to comply with licensing, registration, pre-approval, handling quantity recording, emergency response, labeling and SDS, and personnel management requirements. The Ministry also encourages the search for alternative substances to minimize health and environmental impacts.
