Global Chemical Regulation Highlights | October 2024

In October of 2024, China MEE released framework document of technical standards on environmental risk assessment and control of chemical substances. South Korea proposed revision of Designation of Restricted Chemicals and Prohibited Chemicals. India further delayed QCOs for 9 chemical products. Singapore implemented licensing control for more POPs. Indonesia partially amended B2 regulation. Brazil REACH passed the plenary vote of Senate for final sanction by the President. The European Council adopted CLP revision for final decision-making by the European Parliament . U.S. EPA proposed to introduce 16 PFAS under Toxic Release Inventory (TRI).

China


On October 16, 2024, Chinese Ministry of Ecology and Environment (MEE) released the Systematic Framework for Technical Standards on Environmental Risk Assessment and Control of Chemical Substances (2024). This guidance document is formulated in response to the requirement under Action Plan for New Pollutants Treatment for creating a robust standard system for screening, assessing, and controlling the environmental risks of chemicals, thereby accurately identifying new pollutants of high risk for priority management(Read more)

 

More regulation highlights in China:


South Korea and Australia 


By MoE Notice No. 2024-612, South Korea’s Ministry of Environment (MoE) opened a public consultation to solicit comments on the proposed updates to the Designation of Restricted Chemicals and Prohibited Chemicals. Based on the hazard assessment results under K-REACH, lead compounds and methylene chloride are proposed to be designated as restricted substances. Additionally, chrysotile will be adjusted from restricted chemical to prohibited chemical. (Read more)

Vietnam, India, Indonesia, Thailand, Singapore and Brazil 

 

In October of 2024, India's Department of Chemicals and Petrochemicals (DCPC) further delayed the Quality Control Orders (QCOs) for 3 organic compounds: Styrene (Vinyl Benzene), Acrylonitrile, and Maleic Anhydride (Read more); and 6 fatty acids: Lauric Acid, Acid Oil, Palm Fatty Acids, Rice Bran Fatty Acids, Coconut Fatty Acids, and Hydrogenated Rice Bran Fatty Acids. European Union


On October 14, 2024, the European Council adopted the revision of Regulation (EC) No 1272/2008 on the classification, labelling and packaging of substances and mixtures (CLP Regulation), marking the final step in the decision-making process. This targeted revision of CLP Regulation constitutes a crucial part of the Chemicals Strategy for Sustainability, a key building block of the European Green Deal to ensure a toxic-free environment. (Read more)

North America


On October 8, 2024, The USA’s Environmental Protection Agency (EPA) is proposing a rule to add 16 individually listed per- and polyfluoroalkyl substances (PFAS) and 15 PFAS categories representing over 100 individual PFAS to the Toxics Release Inventory (TRI) list of toxic chemicals subject to reporting under the Emergency Planning and Community Right-to-Know Act (EPCRA) and the Pollution Prevention Act (PPA). EPA is inviting public comment on the proposed rule until December 9, 2024. (Read more)
