Global Chemical Regulation Highlights | July 2024

In July of 2024, China officially released the GB 30000.1-2024 for GHS implementation. South Korea made public the updated hazard assessment results of chemicals registered under K-REACH. Japan announced the ban on PFOA isomers, their salts and PFOA-related compounds. Australia issued a notice to remind introducers to renew their business registration with AICIS. India notified WTO the mandatory BIS certification for three chemicals. EU consulted on introducing dechlorane plus under POPs regulation. The U.S. EPA granted petition to ban three PFAS in fluorinated plastic.

Japan, South Korea, India and Vietnam


According to the Gazette on July 10, 2024, Japan has revised the Enforcement Ordinance of the Chemical Substance Control Law (CSCL) to implement a phased-in ban on PFOA isomers, their salts and PFOA-related compounds. The amendments are based on the decision made at the Conference of the Parties to the Stockholm Convention to designate these substances as targets for elimination, as well as the appropriate conclusions reached by the Japan Chemical Substances Council. (Read more)

Australia, New Zealand and Thailand

 

On July 24, 2024, the Australian Department of Health and Aged Care issued a notice, announcing that the business registration is now open in the AICIS Business Services portal for the upcoming registration year (1 Sep 2024 ~ 31 Aug 2025). The AICIS business registration requirement applies to sole traders and individuals, as well as anyone manufacturing or importing containers or products that release industrial chemicals. (Read more)

European Union and United Kingdom


Following the decision to add dechlorane plus to the Convention, the European Commission recently published an initiative which amends Annex I to the POPs Regulation (Regulation (EU) 2019/1021) to include dechlorane plus as a substance subject to certain restrictions. The draft delegated regulation is open for consultation until July 24, 2024. The amendment is proposed to take effect on February 26, 2025. (Read more)

North America


On July 10, 2024, the U.S. Environmental Protection Agency (EPA) granted a petition submitted by a coalition of environmental organizations dated April 11, 2024 regarding the prohibition of PFOA, PFNA, PFDA during the fluorination of plastic containers. Next, EPA will commence an appropriate proceeding to gather further information on fluorinated plastic. (Read more)
