China On April 23, 2024, the Ministry of Commerce (MoC), the Ministry of Public Security (MPS), the Ministry of Emergency Management (MEM), the General Administration of Customs (GACC), and the National Medical Products Administration jointly announced the decision to add 24 chemicals (e.g., hydrobromic acid) in the Catalogue for the Administration of the Export of Precursor Chemicals to Particular Countries (Regions). The amended catalogue will take effect on May 1, 2024. From the effective date, exports of these newly added chemicals to Myanmar, Laos, and Afghanistan require an export license. Japan, South Korea, and Australia According to the Gazette on April 1, 2024, Japan added 12 substances to the List of Priority Assessment Chemical Substances (PAC List) following the removal of 5 substances on March 29. This brings the total number of PACs to 225. (Read more)

India, Vietnam, Thailand, Malaysia and Singapore
On April 16, 2024, Vietnam notified the Draft Chemical Law (amended) to the World Trade Organization (WTO) for a 60-day comment. The proposed law is scheduled to be adopted on May 1, 2025, and subsequently enter into force on May 1, 2026. (Read more)

European Union and United Kingdom A panel discussion was conducted at the Helsinki Chemicals Forum on April 10, 2024. North America On April 17, 2024, the US Environmental Protection Agency (EPA) published a rule to designate perfluorooctanoic acid (PFOA) and perfluorooctanesulfonic acid (PFOS), including their salts and structural isomers, as hazardous substances under Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). The rule requires entities to immediately report releases of PFOA and PFOS that meet or exceed the reportable quantity to the National Response Center. (Read more)
