China Imposes Licensing Control on Export of 24 Precursor Chemicals to Myanmar, Laos, and Afghanistan

Starting from May 1, 2024, enterprises that intend to export any of the newly added 24 precursor chemicals to Myanmar, Laos, and Afghanistan should apply for export license.

On April 23, 2024, the Ministry of Commerce (MoC), the Ministry of Public Security (MPS), the Ministry of Emergency Management (MEM), the General Administration of Customs (GACC), and the National Medical Products Administration jointly announced the decision to add 24 chemicals (e.g., hydrobromic acid) in the Catalogue for the Administration of the Export of Precursor Chemicals to Particular Countries (Regions). The amended catalogue will take effect on May 1, 2024. From the effective date, exports of these newly added chemicals to Myanmar, Laos, and Afghanistan require an export license.

With a view to preventing precursor chemicals from entering into particular countries (regions) for drug production and regulating the export of precursor chemicals, China launched the Interim Provisions on Administration of the Export of Precursor Chemicals to Particular Countries (Regions) in 2005 to adopt the licensing administration to the export of certain precursor chemicals to Myanmar, Laos, and Afghanistan. A catalogue of target precursor chemicals was issued accordingly and has been amended several times. Based on the amendments this time, the total number of target precursor chemicals listed in the catalogue is 41 now. The new catalogue is available here.
