On November 10, 2025, the Ministry of Commerce (MoC), the Ministry of Public Security (MPS), the Ministry of Emergency Management (MEM), the General Administration of Customs (GACC), and the National Medical Products Administration jointly released the revision to the Catalogue for the Administration of the Export of Precursor Chemicals to Particular Countries (Regions). The revision took effect immediately.
The Catalogue is now divided into two parts. More specifically:
NEW - Part 1 includes 13 precursor chemicals. The export of any of these 13 precursor chemicals to the United States, Mexico, or Canada requires a license. Exports of them to other countries (regions) do not require a license.
The previous catalogue content is now assigned to Part 2, including 41 precursor chemicals. The export of any of these 41 precursor chemicals to Myanmar, Laos, and Afghanistan requires a license (read more).
